The Council of Ministers approved a decree-law that introduces urgent measures to deal with the COVID-19 emergency, in particular in workplaces and schools.

The Council of Ministers, on the proposal of the President Mario Draghi and the Minister of Health Roberto Speranza, approved a decree-law that introduces urgent measures to deal with the COVID-19 emergency, in particular in the workplace and in schools.

The text aims to "slow down" the growth curve of infections related to the pandemic and to provide greater protection to those categories that are most exposed and who are at greater risk of hospitalization.
Vaccination obligation

The text introduces the vaccination obligation for all those who have reached the age of 50. For public and private workers aged 50, the Enhanced Green Pass will be required for access to workplaces from 15 February next.

Without age limits, the vaccination obligation is extended to university staff thus equated to school staff.
Green Pass Base

The obligation of the so-called ordinary Green Pass is extended to those who access personal services and also to public offices, postal, banking and financial services, commercial activities subject to exceptions that will be identified with a secondary act to ensure the satisfaction of essential needs and primary of the person.
Smart working

The Council of Ministers was informed by the Minister for Public Administration, Renato Brunetta that a circular was adopted in agreement with the Minister of Labor and Social Policies Andrea Orlando, addressed to public administrations and private companies to recommend maximum use, in the coming weeks, of the flexibility provided by the contractual agreements in terms of agile work.
School

The rules for the management of positive cases are changing.
Primary school

In the presence of a positive case, the suspension of activities is foreseen for a period of ten days.
Primary school (Elementary school)

With a positive case, surveillance with testing is activated. The classroom activity continues by carrying out a rapid or molecular antigen test as soon as the case of positivity (T0) is known, a test that will be repeated after five days (T5).

In the presence of two or more positives, distance learning (DAD) is foreseen for the duration of ten days for the class in which the cases of positivity occur.
I and II level secondary school (middle school, high school, technical institutes etc etc)

Up to one case of positivity in the same class, self-monitoring is provided with the use, in the classroom, of FFP2 masks.

With two cases in the same class, integrated digital teaching is provided for those who have completed the primary vaccination cycle for more than 120 days, who have recovered for more than 120 days, who have not received the booster dose. For all others, the continuation of activities in the presence with self-surveillance and the use of FFP2 masks in the classroom is envisaged.

With three cases in the same class, the DAD is expected for ten days.
